Sri Lanka Opens Colombo Port City for Unlimited Duty-Free Shopping Opportunities

FINANCIAL CHRONICLE – Sri Lanka will amend the Colombo Port City regulatory framework to allow passengers arriving from abroad to purchase goods from its duty-free shopping complex on two occasions within 4 days of arrival, minister Nalinda Jayatissa said.

The Colombo Port City (Guidelines on the Grant of Exemptions or Incentives to Businesses of Strategic Importance – Duty-Free Operations) Regulations No. 1 of 2024 is a regulatory framework under the Colombo Port City Economic Commission Act, No. 11 of 2021.

Cabinet had approved the amendment of the regulations to allow a passenger to buy goods from the duty-free shopping complex at the Colombo Port City on two occasions, without revising the limit of the approved annual duty entitlement of US $ 2,000, Jayatissa told reporters.

The amended regulations, which have been published by Extraordinary Gazette Notification No. 2475/28 dated 2026-02-13, will be submitted to parliament, in accordance with the provisions of the Colombo Port City Economic Commission Act, No. 11 of 2021. (Colombo/Mar17/2026)
