First Capital Treasuries PLC, which is a subsidiary of First Capital Holdings PLC and JXG (Janashakthi Group), has enhanced its leadership team with the appointment of Channa de Silva as Chairman. Additionally, Dudeepa Ratwatte and Niran Mahawatte have joined the Board as Independent Non-Executive Directors, further strengthening its capabilities.
These new appointments bring a wealth of expertise in areas such as capital markets, treasury management, financial services, risk assessment, and corporate governance, thereby boosting the Board’s effectiveness as First Capital Treasuries aims to enhance its position within Sri Lanka’s capital markets.

Channa de Silva, who has transitioned from the role of Independent Non-Executive Director to Chairman, possesses extensive experience in Sri Lanka’s capital markets and financial services industry. He currently holds the position of Chairman at Sarvodaya Development Finance PLC and has previously been the Director General and CEO of the Securities and Exchange Commission of Sri Lanka, as well as the Executive Director of the Board of Investment of Sri Lanka. His background includes senior roles at Summit Finance PLC, Pan Asia Bank PLC, and Delmege Group Limited, and he is also the Founder Chairman of Capital Media.
Dudeepa Ratwatte brings two decades of extensive expertise in treasury operations, asset and liability management, and risk management, having worked in both Sri Lanka and Australia. His career includes senior positions in treasury and global markets at ABN AMRO, Commercial Bank of Ceylon, and Hatton National Bank, along with leadership roles in Australia related to funds management and ALM. He has strong skills in various areas, including derivatives and foreign exchange management.
Niran Mahawatte contributes over 30 years of experience in banking and financial markets, specializing in treasury and risk management. He served as Vice President and Head of Treasury at National Development Bank PLC for over 17 years, with responsibilities that included foreign exchange, debt markets, liquidity, and market risk management. His previous roles also include significant positions in treasury and global markets at Deutsche Bank and Commercial Bank of Ceylon.
With these recent appointments, the Board of First Capital Treasuries PLC now includes Channa de Silva as Chairman and Independent Non-Executive Director; Sachith Perera as Chief Executive Officer and Non-Independent Executive Director; along with Non-Independent Non-Executive Directors Manjula Mathews, Dilshan Wirasekara, and Minette Perera; and Independent Non-Executive Directors Dr. Nishan de Mel, Cilani Wijesinghe, Dudeepa Ratwatte, and Niran Mahawatte.
