Sri Lanka’s Ambassador to the Russian Federation, Shobini Gunasekera, outlined a conceptual framework of seven key vectors shaping contemporary international relations at the XI Moscow International Financial and Economic Forum, held under the theme “Building Bridges: Partnership without Borders.”
Addressing the forum, the Ambassador said these vectors serve as vital conduits through which ideas are exchanged, trade is expanded, and peace is reinforced, offering practical guidance for cooperation amid global uncertainty. She identified the seven vectors as: strong economic ties as the bedrock of long-term stability; political choice and diplomacy anchored in dialogue and multilateral engagement; security cooperation to address cross-border challenges; cultural connectivity through education, tourism, and professional exchanges; technological progress with a focus on digital systems and artificial intelligence; environmental stewardship through collective action on renewable energy and climate change; and humanitarian responsibility encompassing disaster relief and development cooperation.
Drawing on Sri Lanka’s own experience, Ambassador Gunasekera highlighted the country’s strategic position in the Indian Ocean, its role as a regional trade and logistics hub, and its active participation in regional platforms such as BIMSTEC and the Indian Ocean Rim Association, where the Russian Federation participates as a Dialogue Partner.
She further underscored the scope for deeper Sri Lanka–Russia cooperation, pointing to complementarities between Russia’s strengths in technology and energy and Sri Lanka’s logistical advantages and maritime infrastructure. Such synergies, she noted, could pave the way for joint initiatives in trade, innovation, tourism, and logistics, while expanded cultural and scientific exchanges would help deepen mutual understanding.
Concluding her remarks, the Ambassador stressed that sustainable progress depends on continued dialogue, mutual respect, and forward-looking partnerships capable of shaping a shared and stable future.
