FINANCIAL CHRONICLE – A proposed amendment to Sri Lanka’s National Environment Act currently under consideration in Parliament aims to enhance the quality standards for Environmental Impact Assessments (EIAs) and impose stricter penalties for noncompliance. The Centre for a Smart Future (CSF), a public policy research organization, has praised this initiative.
The suggested changes will introduce various offenses related to EIAs, thereby bolstering accountability in the EIA process, according to CSF. “One notable offense includes the provision against the inclusion of misleading, false, or inaccurate information in EIA and Initial Environmental Examination (IEE) reports. This addresses a significant concern highlighted in our recent studies,” commented Senith Abeyanayake, a Research Associate at CSF.
Abeyanayake is the author of a CSF report titled ‘Assessing the Assessments: An Analysis of Social Impacts Reported in Environmental Impact Assessments (EIAs) in Sri Lanka,’ which reviewed 250 EIA reports from the years 1991 to 2025. The think tank emphasized the importance of holding report preparers accountable to transform EIAs into effective tools for protecting ecosystems and communities, rather than mere bureaucratic formalities.
Additionally, the organization expressed approval for the amendments aimed at preventing conflicts of interest in the selection of Project Approving Agencies. “It is often overlooked that an EIA has evolved beyond being just a necessary ‘environmental clearance’ for projects; it has effectively become an indicator of overall project approval. A diverse array of stakeholders now depends on these documents both prior to and following project approval,” Abeyanayake noted.
CSF further remarked that enhancing the quality of EIA reporting, particularly in the area of social impact assessments where significant deficiencies have been identified, will contribute to improved economic governance and promote more sustainable and inclusive development initiatives.
