Sri Lanka Welcomes International Investors to Ignite the Green Hydrogen and Ammonia Transformation

The Ministry of Energy of Sri Lanka, in collaboration with the Board of Investment (BOI), has embarked on a significant initiative aimed at reshaping the country’s energy sector. On April 23, 2026, they released a Request for Information (RFI) targeting both local and international investors to engage in the development of projects focused on Green Hydrogen and Green Ammonia throughout the island.

This RFI represents a crucial step in Sri Lanka’s pursuit of clean energy, with officials expressing optimism that it could elevate the nation into a leading regional player in the emerging green hydrogen market, while also tackling urgent domestic energy security issues.

The energy sector has historically been a vital component of Sri Lanka’s economy, providing power to countless homes and businesses. However, the government is now looking to expand its energy strategy significantly. By 2030, the objective is to derive 70% of electricity from renewable sources, with an ambition to achieve complete carbon neutrality in power generation by 2050. Such goals necessitate substantial investments and innovative approaches.

The foundation for this ambitious plan is laid out in Sri Lanka’s National Hydrogen Roadmap, released in 2023. This document outlines a systematic approach to utilizing the country’s rich offshore wind and solar energy resources to cultivate a robust green hydrogen sector. The roadmap has two primary objectives: enhancing national energy security and positioning Sri Lanka as a key hub for the production and export of green hydrogen and ammonia.

To underline its commitments, the Sri Lankan government has set a tangible financial target: generating an annual export revenue of one billion US dollars from the green energy sector by 2030. Given the nation’s renewable energy capacity, which is projected to surpass domestic needs, officials believe Sri Lanka is well-equipped to meet the demand for clean fuels in Asia and beyond.

Green hydrogen, created by splitting water using renewable energy, alongside green ammonia, which is produced from green hydrogen, are increasingly seen as essential for the decarbonization of various industries, including shipping, steel, fertilizer production, and heavy transportation. Sri Lanka’s strategic position along crucial maritime routes further strengthens its potential as an export center.

The RFI is open to qualified investors, developers, and project operators to submit preliminary project ideas and expressions of interest that encompass all aspects of the value chain, including production facilities, storage, export terminals, and components manufacturing for green hydrogen.

Submissions will be jointly reviewed by the Ministry of Energy and the BOI, focusing on both technical viability and investment qualifications. It is important to note that this RFI is non-binding and does not constitute a formal tender or contractual obligation from the Government of Sri Lanka. Instead, it aims to assess market interest, refine policy frameworks, and prepare for future partnerships.

Projects that fit the criteria may receive support from the BOI under relevant investment frameworks, which may include financial incentives, infrastructure assistance, and regulatory facilitation, in accordance with existing laws.

The RFI submission period is from April 23, 2026, to June 5, 2026. Interested parties can access the official RFI Form via the Ministry of Energy’s website (energymin.gov.lk) or the BOI’s investment portal (investsrilanka.com). All submissions must be presented in English, well-organized, and include the necessary supporting documents.

Completed forms should be sent by 3:00 PM (Sri Lanka time) on June 5, 2026, either through email to amalir@boi.lk or delivered physically to the Investment Promotion and Research Department at the BOI, located at Level 19, West Tower, World Trade Center, Colombo 01. Respondents are requested to include the subject line: “RFI – Development of Green Hydrogen/Ammonia Projects in Sri Lanka – [Company/Individual Name].”

For additional questions, interested parties may reach out to the BOI’s Investment Promotion Department at amalir@boi.lk or manojc@boi.lk.

The Government has guaranteed that all submissions will remain confidential and will be utilized solely for internal evaluation and planning. Entities demonstrating a strong alignment with Sri Lanka’s clean energy objectives may be invited for further discussions or structured engagement opportunities.

Officials emphasized that providing information through this RFI does not create any financial or contractual obligations for the Government. They retain the right to accept, reject, or modify submissions, or to cancel the RFI at any time without prior notice or liability.

Industry experts view this initiative as a significant indicator of Sri Lanka’s dedication to transitioning to clean energy. If successful, the RFI could unlock billions in investments, generate thousands of skilled jobs, and position Sri Lanka prominently within the global green hydrogen market, which analysts forecast will be worth hundreds of billions by mid-century.
