Video footage circulating widely on social media showing a uniformed officer firing through the inspection aperture of the main entrance gate at Negombo Prison has generated considerable public discussion, with many questioning whether the use of lethal force was justified under the circumstances.
The footage, however, captures only a brief segment of the confrontation and not the events unfolding elsewhere inside the prison at the time.
Responding to the criticism, Acting Commissioner General of Prisons Prasad Hemantha Kumara said the officer’s actions had prevented inmates from breaching the prison’s main entrance and escaping into the surrounding community. He maintained that the video failed to show the full context of the incident and argued that prison officers trapped inside the prison were facing an immediate and life-threatening situation.
Prison officers have also publicly rallied behind the officer concerned. During a meeting with Justice Minister Harshana Nanayakkara, representatives reportedly described him as a “hero” whose intervention helped prevent a far greater disaster. They appealed to the Minister to ensure the officer is treated fairly and protected from what they described as misleading allegations circulating in public.
While emotions remain high following the deaths of seven prison officers and nineteen inmates, legal observers note that the ultimate question of whether the force used was lawfuland consistent with the circumstances unfolding, will depend on the findings of the official investigations now under way.
Those inquiries are expected to examine not only the actions of individual officers but the entire chain of events that culminated in one of the deadliest prison incidents in Sri Lanka’s recent history.
