A new report published by the Ayaan Institute argues that Donald Trump’s controversial “Gaza Riviera” proposal is an immoral and evil plan to extract wealth and ethnically cleanse and dispossess Palestinians.

In early 2025, US President Donald Trump proposed a controversial idea for the post-war redevelopment of the Gaza Strip. The “Gaza Riviera” plan, as it was called, envisioned transforming the besieged and bombarded territory into a high-end, prosperous coastal city.

Under this plan, Gaza was to become a “Riviera of the Middle East”.
However, the Ayaan paper highlights several controversial components within the plan.

According to the paper, the investment model outlined in the proposal risks treating Palestinians as “obstacles or a rightless labour force,” while framing large-scale destruction as an investment opportunity.

The report describes the “Gaza Riviera” plan as an example of “vulture capitalism,” a model it defines as targeting “deeply distressed assets — companies or economies on the brink of collapse — acquiring control at a low price, and then extracting maximum value through aggressive cost-cutting, asset-stripping, and restructuring, often leaving the original stakeholders impoverished.”

Drawing on publicly reported and leaked material, the paper states that the proposal replaces political accountability with a corporate-style governance structure that sidelines Palestinian representation.

It also claims that the reconstruction of the war-damaged Gaza Strip is reframed as a “profit-seeking investment opportunity rather than a legal and moral obligation.”

Further problems

Among the principal issues of the “Gaza Riviera” plan is the controversial Board of Peace (BoP), which is an international organisation aimed at promoting peacekeeping, established by US President Donald Trump.

According to the paper, the BoP operates through a proposed $1 billion “pay-to-play” membership model, which would place decision-making authority largely in the hands of wealthy external states and private investors.

The Ayaan Institute’s report revealed that this specific strategy saves the trust $23,000 for each displaced person.

An “immoral and evil” plan

Jahangir Mohammed, Founding Director of the Ayaan Institute, said: “This is not a plan for peace or reconstruction. It is a blueprint for turning genocide, destruction, and displacement into an investment opportunity. Profiting from genocide is immoral and evil, and it must be confronted as such.”

The Ayaan Institute said the briefing paper was produced to inform policymakers, journalists, civil society organisations, and the wider public about what it describes as emerging trends in post-conflict economic models.
